The world's first outdoor library, 'Reading Seoul Plaza · Gwanghwamun Book Plaza,' secured the top spot with 23,000 votes.

Other closely related policies such as 'Subway 15-Minute Reboarding' at 2nd place and 'Wrist Doctor 9988' at 3rd place also ranked high.

The city stated, "We will make efforts next year to widely publicize policies that are necessary and helpful for the lives of citizens."
